I image that her maids or friends put it up like that so she can move more freely.
Not like she has a problem to move with her hair out anyways. She is called Yami Rose for a reason
She prefers having her hair out in normal pigtails though ehe ♥
She was in a bikini first but I got so embarrassed for her sake so I put on some light clothes over it *cough* >///n///<
